Cost of Studying in Germany in Rupees: Full 2026 Breakdown

Parents ask one question before any other: what does this cost in rupees? The answer is uncomfortable mainly because of the order the money arrives in. You pay APS in New Delhi, uni-assist in Berlin and a blocked account provider months before you sit in a single lecture. Everything below is converted at roughly 92 rupees to the euro, with the one-time money kept strictly separate from what leaves your account every month.

Three buckets, and only one of them is spending

Bucket one is the blocked account: savings you park in Germany, not money you spend. Bucket two is one-time fees you never pay again, from APS to the flat deposit. Bucket three is monthly living, the only number that repeats. Families who mix bucket one into bucket three are the ones who panic at the "13 lakh" figure and take a larger loan than they need.

A full first-year budget, worked out

Read the last row carefully. You transfer around 14.2 lakh, but the blocked account and the flat deposit both stay yours. What you actually consume in year one is closer to 3.2 lakh of one-time costs plus 9.6 lakh of living. Add a part-time job from semester two and the family contribution drops sharply in year two.

The blocked account is the wall you hit first

Every non-EU applicant has to prove 11,904 euros for one year before the consulate will issue a student visa. At 92 rupees to the euro that is about 10.95 lakh rupees leaving India in a single transfer. The account then releases 992 euros, roughly 91,000 rupees, a month, and no month can be topped up beyond that however badly you need it. Providers charge setup plus maintenance, usually 50 to 150 euros a year. Open it early. A transfer that clears late is the single most common reason a booked visa slot goes to waste, and we open and confirm blocked accounts for exactly that reason.

Two things legally replace the deposit: a recognised scholarship paying at least the same monthly amount, or a Verpflichtungserklaerung, a sponsorship declaration signed by a German resident at their foreigners' office. A DAAD award counts. A cousin in Frankfurt promising to help does not, unless the cousin signs that document.

Every cost in euros and rupees

APS is compulsory for Indian applicants and takes four to six weeks, so it belongs at the top of your list, not the bottom. Tuition is free in 14 of 16 states

Public universities charge no tuition to anyone, Indian students on the same terms as German ones. What you pay is the semester contribution of 150 to 390 euros, funding the student union, administration and, in most cities, a six-month transport ticket. In Berlin or Hamburg that ticket alone is worth more than the fee.

Two exceptions matter. Baden-Wuerttemberg charges non-EU students 1,500 euros a semester at Heidelberg, Stuttgart, Karlsruhe, Freiburg, Mannheim and Konstanz. TU Munich brought in its own fees from winter 2024/25: roughly 2,000 to 3,000 euros a semester for bachelor's and 4,000 to 6,000 euros for master's. In rupees, about 1.4 lakh a term in Baden-Wuerttemberg and 3.7 to 5.5 lakh at TUM. Private universities charge thousands per semester on top. Check the fee page of every shortlisted university, and compare master's programmes across states rather than inside one.

What a month costs, line by line

• Rent: 300 to 900 euros. The line that decides your entire budget. A Studentenwerk dorm room runs 250 to 400 euros; a shared-flat room costs more, a Munich studio far more.
• Food: 200 to 300 euros. Cooking at home keeps you at the bottom of that range. Aldi and Lidl are where the saving happens, and a Mensa lunch is 3 to 5 euros.
• Health insurance: about 140 euros. Statutory cover through TK, AOK or Barmer is mandatory below 30 and the price barely moves between them. What changes on your thirtieth birthday is set out in our guide to student health insurance in Germany.
• Phone and internet: 20 to 50 euros. Prepaid SIMs start near 10 euros, and a flat's DSL splits between flatmates.
• Broadcasting fee: 18.36 euros per household. Charged per flat, not per person, so a four-person share pays under 5 euros each.
• Clothes, books and going out: 100 to 200 euros. Winter clothing is a genuine first-year expense if you land in October with an Indian wardrobe. Budget 150 to 250 euros for a coat and boots.

Rent separates a 1.15 lakh month from a 73,000 one

Two students on identical courses can sit 40 percent apart purely on the city. The rows below assume a shared-flat room, 250 euros of groceries, 140 euros of insurance and 100 euros of everything else.

The catch is that the expensive cities also hold the best-paid student jobs, which claws back part of the rent gap. How students bring the number down

1. Work the hours you are allowed. A student permit gives you 140 full days or 280 half days a year, about 20 hours a week in term. At the 13.90 euros an hour minimum wage that is roughly 1,100 euros a month, and Werkstudent contracts in engineering and IT commonly pay 14 to 18 euros. 2. Take a dorm room over a private flat. A Studentenwerk room at 300 euros against a shared flat at 500 saves 2.2 lakh rupees a year.
3. Apply for a scholarship even if you doubt your chances. A DAAD scholarship for Indian applicants pays 992 euros a month and removes the blocked account requirement outright. The Deutschlandstipendium pays 300 euros a month, is awarded by the university itself, and draws far less competition.
4. Reach B1 German before you fly. English-only students compete for a narrow slice of the job market. B1 opens retail and admin work, and B2 opens most Werkstudent roles outside tech.
5. Time your currency transfer. A two-rupee swing on the blocked account amount is 24,000 rupees, more than your APS fee.

Mistakes that inflate the bill

• Applying to Baden-Wuerttemberg without noticing the 1,500 euro fee. Six strong universities sit in that state and the fee repeats every semester.
• Treating the blocked account as gone. Families who write it off as tuition over-borrow, then pay interest on money they already own.
• Booking a visa slot before the account confirmation arrives. That confirmation takes one to three weeks. An incomplete visa file is rejected on the day, and the next slot can be months away.
• Ignoring the deposit. Three months' cold rent lands in your first week, while you are still buying furniture. That is the week students run out of money.
• Assuming a job starts immediately. Most students find work in month two or three, once the tax ID and the bank account exist. Plan the first quarter without wage income.
