Admission to HSPV NRW bachelor's programmes is not open to independent applicants: entry requires simultaneous civil-service employment with an authorised NRW public employer (state police, a district authority, a municipality, or the statutory pension insurance body). The employer sponsors and pays the student throughout the programme. Entry qualifications accepted include the Allgemeine Hochschulreife, Fachhochschulreife, or equivalent; vocational candidates may sit an entrance examination. Because all programmes are conducted in German and entry is via public-sector employment contracts governed by German civil-service law, these programmes are not accessible to international students applying from abroad (including applicants from India, Nigeria, Vietnam, or other non-EU countries). Incoming Erasmus+ exchange is possible for students already enrolled at a partner institution.

The three-year dual bachelor programmes start every year on 1 September. Direct enrolment at the HSPV NRW is not possible: applicants must first be hired by an Einstellungsbehoerde (state authorities including the police, municipal administrations, or Deutsche Rentenversicherung), who then register them for study. Applications go to these authorities; for example Polizei NRW accepts applications year-round but its cut-off date is 8 October of the preceding year for a start the following September.

Not used - restricted civil-service/police recruitment. The HSPV NRW states explicitly that direct enrolment at the Hochschule is impossible ('Sie koennen sich nicht direkt an der HSPV NRW einschreiben'): the three-year dual Bachelor (B.A./LL.B., Laufbahngruppe 2, erstes Einstiegsamt) is only possible in combination with a training position at an Einstellungs-/Ausbildungsbehoerde - NRW Land authorities and the police (police applicants apply via the LAFP recruitment process on genau-mein-fall.de), municipal authorities, or Deutsche Rentenversicherung Rheinland/Westfalen. Applicants with a foreign school-leaving certificate must first have it recognised in NRW as a German (Fach-)Hochschulreife (responsibility of the Bezirksregierung Arnsberg) before applying to the hiring authority; the Hochschule itself only checks study-entry requirements after the authority assigns the applicant. Its International Office covers only Erasmus/partnership exchanges, not degree admission. No uni-assist or VPD process is documented on hspv.nrw.de, and the university does not appear on the official uni-assist member list.

All programmes are taught in German. No English-taught degree programmes are offered. International students may participate as incoming Erasmus+ exchange students from partner institutions, but independent enrolment in a degree programme requires German-language competence.
