German universities for a Master's: how to shortlist without wasting a year
TL;DR: Shortlist in this order: is your own degree recognised, does the programme run in your language, what is the application route, when is the deadline, and what does the city cost. Ranking comes last, and for most careers it barely matters.
Why ranking is the wrong first filter
Every applicant starts at the same place: a list of the top ten German universities. It feels like progress and it is mostly noise. German public universities are quality-controlled through accreditation rather than differentiated by price, and an employer in Hamburg does not rank your university the way a league table does.
The filters below decide whether you are admitted at all. Apply them first, and use reputation to break ties at the end.
Filter one: is your degree recognised
Before you like a programme, check that Germany recognises the university that awarded your Bachelor's. That check takes ten minutes in Anabin, the official database, and our guide to checking recognition in Anabin walks through it.
Applicants with a three-year Bachelor's should do this before anything else, because the answer can change the entire plan.
Filter two: language of instruction
A German-taught Master's needs B2 to C1 through TestDaF or DSH, and no amount of enthusiasm substitutes. An English-taught one needs an English test and, often, nothing in German at all. Filter your shortlist by the language you can actually prove this year. Filter three: the application route

| Direct to the university | Faster, no middle step, but every university has its own portal and rules. |
| Mixed | Common. The same university can use uni-assist for one programme and direct application for another. |

Filter four: the deadline you can still meet
Winter, starting in October, is the larger intake. Summer, starting in April, is thinner and many programmes never open for it. Work backwards: document verification, the APS certificate for Indian applicants, language proof and visa appointments all take months, and the APS process alone needs a long run-up.
A programme you cannot reach this cycle is not a shortlist entry. It is a note for next year.
Filter five: what the city costs
Tuition is free at public universities in most states, which means your real cost is rent. Munich runs roughly double Leipzig for the same room, and that difference dwarfs any fee difference between universities. A shortlist that works
Eight to twelve programmes, split three ways: two or three ambitious, five or six realistic on your converted grade, and two safe. Convert your marks first with our German grade converter so realistic means something. Then browse by subject in our university directory and check each programme against the five filters above.
Applicants who do this in September for a winter intake get offers. Applicants who start with a ranking list in March do not.
