About Pädagogische Hochschule Ludwigsburg
Pädagogische Hochschule Ludwigsburg (PH Ludwigsburg) is a state university of education founded in 1962 and located in Ludwigsburg, Baden-Württemberg. With approximately 6,000 students, it is the largest of the six Universities of Education in Baden-Württemberg and the largest pedagogical university in Germany.
The university is organised into three faculties: Faculty I (Educational and Social Sciences), Faculty II (Cultural and Natural Sciences), and Faculty III (Special Education). It specialises in teacher training at primary, secondary, and special education levels, as well as broader educational sciences covering school instruction, youth education, adult learning, and cultural and social education.
PH Ludwigsburg maintains active international partnerships through Erasmus+, DAAD-funded projects (INVITE 2.0, PROMOS, STIBET I), and an exchange network of partner universities worldwide. It is a member of the Professional School of Education partnership with Stuttgart-area institutions.

Admissions & fees
What it costs
Baden-Württemberg charges non-EU/EEA international students €1,500 per semester in tuition fees. EU and EEA students pay no tuition for a first degree programme. All students pay a semester contribution (Semesterbeitrag); the exact amount is not published on the public fees page - contact the university for the current figure. Students pursuing a second non-teaching bachelor's or master's degree also pay additional tuition fees. Continuing-education master's programmes (e.g. Educational Management, International Education Management) charge separate programme fees.
Admission requirements
International applicants must hold an entry qualification equivalent to the German Abitur (university entrance certificate); the university assesses whether foreign credentials meet this standard. German language proficiency at C1 level is required before starting studies - accepted certificates include DSH-2, TestDaF TDN 4, telc C1 Hochschule, the Goethe C1 certificate, KMK Sprachdiplom (Second Level), or Zentrale Oberstufenprüfung. Original academic certificates are required; documents not in German, English, or French must be accompanied by certified translations. A mandatory academic advising consultation (with written confirmation) is required before applying. A blocked account or financial evidence of approximately €992 per month is required for the student residence permit. APS certificate: required for applicants from India, China, and Vietnam before the German student visa can be issued (standard German consular requirement, not specific to PH Ludwigsburg).
Application deadlines
Winter semester (October start): application window runs approximately early June to 15 July. Summer semester (April start): application window runs approximately early December to 15 January. Applications are submitted online through the university's eCampus portal (campus.ph-ludwigsburg.de). Deadlines are for teacher-training bachelor programmes; master's and other programmes may differ - check the admissions portal for each programme.
How international applicants apply
Direct portal model. International degree-seeking applicants apply online through the PH Ludwigsburg Bewerbungsportal within the published application periods; the PH itself verifies the equivalence of foreign certificates ('Die PH Ludwigsburg ueberprueft diese Berechtigung') - no uni-assist/VPD procedure is documented on the applicant pages. A prior study-faculty counselling session with a confirmation slip is part of the requirements.
Languages of instruction
All degree programmes are taught in German. A German language proficiency of C1 (e.g. DSH-2, TestDaF TDN 4, telc C1 Hochschule, or equivalent Goethe C1 certificate) is required for admission. No fully English-taught degree programmes are offered; the university's focus is on German-medium teacher education and educational sciences.

Living in Ludwigsburg
Ludwigsburg is a mid-sized city of roughly 95,000 inhabitants in the Stuttgart metropolitan region, Baden-Württemberg. It is best known for its large Baroque palace and palace gardens. The city is well connected to Stuttgart by suburban rail (S-Bahn), which takes approximately 15-20 minutes, giving students access to a major metropolitan area while benefiting from Ludwigsburg's lower cost of living. The wider region offers access to the Neckar valley, vineyards, and the Black Forest.
Student life & support
The International Office (Internationales Büro) supports incoming exchange students and degree-seeking international students through the application process, arrival orientation, and campus integration. A buddy programme and intercultural encounter events (language tandems, volunteer activities) help international students connect with German peers. The university's language centre offers TestDaF examination preparation and German language courses. Housing is not arranged directly by the university; students are advised to contact the Studierendenwerk Stuttgart, which manages student housing (Wohnheime) in the Ludwigsburg area.
