VPD vs APS vs Direct Application: The 3 Paths Explained
TL;DR: APS proves your documents are genuine and applies to anyone whose degree was issued by an Indian institution, plus applicants from China, Vietnam and Mongolia. VPD, issued by uni-assist, proves your degree is comparable to a German one and takes 4 to 6 weeks. Direct application means the university checks you itself, with no VPD. APS comes first; the other two are alternatives. From the summer 2027 intake, engineering and business applicants from India also need the new dMAT.
These three are not options on a menu. Two of them are alternative routes into a university, and the third sits in front of both and blocks everything until it is done. Getting that order wrong is what costs applicants a semester.
APS is the one that gates your timeline
The APS certificate confirms that your degree and documents are real. It is not an admission decision and it is not a visa decision. APS India says so plainly: it "does not replace the admission decision of a German university, uni-assist or any other admission authority", and visa decisions stay with the German mission.
It is worth knowing who actually issues it. APS India is part of the Science Section of the German Embassy in New Delhi and runs in cooperation with the DAAD. That is why the certificate carries weight with both universities and consulates, and why nobody can hurry it along on your behalf.
One detail catches people out: your passport is not what decides whether you need APS. APS India verifies documents issued by Indian institutions, so a Nepali or Sri Lankan national who did a bachelor's at an Indian university goes through APS India, while an Indian passport holder whose degree came from a university elsewhere may not need it at all.
Who does not need an APS
APS India lists the exemptions on its own FAQ page. You may fall outside the procedure if your relevant academic degree was not issued by an Indian institution, if you are coming for a PhD or postdoc and the German institution does not ask for APS, if your highest relevant qualification is an international school-leaving certificate such as the IB, or if you hold a scholarship funded from German or EU public funds and the exemption rules cover you. A pure language course with no academic study attached usually falls outside it too. Check before you assume, because paying for a procedure you did not need is a cheaper mistake than skipping one you did.
The one thing APS cannot fix is a university that is not recognised. APS India applies the criteria published in anabin, so if your institution or qualification is not recognised for access to German higher education, the certificate may not be issued at all. How long it really takes
APS India commits to a floor, not a ceiling. Its own application page states the procedure takes at least two weeks, and that it cannot give a fixed processing time because the clock depends on how quickly your board, college or university answers the verification letter. If your institution is slow to reply, you wait. The fee is non-refundable once paid, whatever the outcome.
The practical consequence: a late APS does not delay you by weeks, it delays you by a semester, because the visa appointment cannot happen and the application may not be accepted. Start it in the semester before you plan to apply and treat everything else as running in parallel with it, not after it.
The dMAT is new, and it lands on the summer 2027 intake
This is the change most 2026 guides have not caught up with. APS India has added a standardised aptitude test, the dMAT, run by g.a.s.t. It becomes mandatory for master's applicants whose previous degree sits in engineering, commerce, accounting, finance or economics, or business and management, for applications relating to the summer semester 2027 intake and everything after it.
The published dates for the first sitting are firm. Registration opens 29 June 2026, closes 15 September 2026, the test runs on 26 September 2026, and certificates are available from 12 October 2026. The fee is EUR 150, paid to g.a.s.t. at registration, separate from anything you pay APS.
There is a grandfathering rule. Applicants who completed their APS online registration or shipped their documents before 29 June 2026 are exempt. If you are in that window, the exemption is worth more than the test preparation.
VPD is a grade translation, not a background check
The VPD, the Vorpruefungsdokumentation, is issued by uni-assist. It records your certificates, how uni-assist assessed them, and how your grades convert to the German 1.0 to 4.0 scale. You then submit it to the university yourself. It says nothing about whether your documents are authentic, which is why it never substitutes for the APS.
uni-assist quotes 4 to 6 weeks to process a VPD application from the day the online form is submitted, and the same 4 to 6 weeks for a standard application. It recommends submitting at least 8 weeks before the deadline you are aiming at, and that buffer is not padding: if a document is missing and you resubmit, the 4 to 6 week window starts again from the upload.
One piece of good news for anyone applying across two cycles: a VPD stays valid for one year from the date it is issued, whichever semester you originally selected. If your winter application does not land, the same VPD carries into the following summer.
What the fees actually add up to
uni-assist charges EUR 75 for the first study course you select in an application semester and EUR 30 for each further course in that same semester. The costs are identical for the standard procedure and the VPD procedure. Fees are payable regardless of the result, so a rejection does not get you a refund.
The trap is that the counter tracks courses, not universities. Three programmes spread across two universities is 75 + 30 + 30 = EUR 135, not two lots of anything. Direct application skips uni-assist, not the APS
Plenty of universities, including RWTH Aachen and several TU9 members, take applications through their own portal and assess your degree in house. RWTH is explicit that master's applications go through RWTHonline and uni-assist is not involved. No VPD, no uni-assist fee, one fewer queue. You still need the APS if your documents come from an APS country, and people forget this constantly.
Direct does not mean later, though, and RWTH is the clearest example of why. Its deadlines split by admission type and by passport, and the earliest one is nowhere near the date most applicants have in their head.

A non-EU applicant to an open-admission RWTH master's has to be finished by 1 March for an October start. That is four and a half months earlier than the deadline everyone quotes, and RWTH calls these final deadlines: late applications are not considered. The sequence, once
- Check anabin for your university and degree first. If the qualification does not give access to German higher education, nothing downstream will work.
- Start the APS, if your documents come from an APS country. Two weeks is the floor, not the plan.
- If you are an Indian engineering or business master's applicant aiming at summer 2027 or later, register for the dMAT in the same breath.
- Check whether each programme uses uni-assist or takes direct applications. It is set per programme, not per university: which German universities use uni-assist and which do not.
- If it uses uni-assist, submit for the VPD eight weeks before the university deadline. If not, go straight to the university portal.
- Submit the programme application before its deadline, using the earliest deadline on your shortlist as the real one.
Working the calendar backwards
Take a uni-assist programme with a 15 July deadline. uni-assist wants your file eight weeks earlier, so 20 May. It needs 4 to 6 weeks after that, which puts the VPD in your hands somewhere between mid-June and the first days of July, with no room for a resubmission. Your APS has to already be done by 20 May, because uni-assist will not wait for it, and the APS floor of two weeks assumes your college answers promptly.
Now put an RWTH open-admission programme on the same shortlist. Its non-EU deadline is 1 March. The whole plan moves back by four and a half months, and the July date becomes irrelevant. This is why one calendar per shortlist beats one calendar per programme.
Three mistakes we see every cycle
Leaving the APS until the application is written. The cost is not a fee, it is the intake. The visa appointment needs the certificate, admission letters expire, and the next start date is six months out with a re-paid uni-assist fee attached.
Paying for a VPD at a university that never asked for one. uni-assist keeps the money whatever happens, and the university will accept the direct application it always accepted. EUR 75 gone for a document nobody reads.
Assuming the VPD covers the APS because both involve transcripts. One converts grades, the other proves the transcripts are not forged. A consulate that wants the second will not take the first, and you find this out at the appointment. Map the steps before you spend anything: see whether to apply yourself or use a consultant.
How long it takes and what it costs
Allow 3 to 4 months from a standing start, not the one to two months people budget. APS takes at least two weeks and often longer; uni-assist takes 4 to 6 weeks and wants an 8-week runway before that; and both slow down in peak season, which is exactly when you will be using them.
