Admission to HS Bund programmes is not open to independent applicants. Prospective students must be recruited and employed by a participating federal authority (Bundesbehörde) for a civil-service apprenticeship track. The federal employer selects candidates, who then study at HS Bund as part of their civil-service preparation. Standard German Hochschulzulassung (Numerus Clausus / uni-assist) does not apply. For international students from India, China, or Vietnam the APS certificate requirement is therefore irrelevant - enrolment is conditional on federal employment, not a direct university application.

There is no direct university application with fixed deadlines: admission to the dual degree programmes requires prior recruitment as a civil-servant trainee by a federal authority (Praxispartner), which carries out its own selection process. After recruitment, all first-year students begin with a common six-month foundation curriculum (Grundcurriculum) normally taught at the central campus in Brühl. The continuing Master of Public Administration (MPA) is open only to people already employed in the federal administration.

Restricted civil-servant entry: there is no open application and no uni-assist procedure. Admission requires prior recruitment into civil-servant status by the competent federal recruiting authority for the chosen career - 'Admission to the University requires that candidates successfully apply to the competent recruiting authority for the career of their choice' (hsbund.de/en). Students hold temporary civil-servant status throughout the three-year dual programme; the MPA serves federal-administration employees only.

German is the primary language of instruction. The Master of Public Administration (MPA) includes some English-language components. The university website provides a limited English-language interface.
