What it costs

No tuition fees (state-funded public institution in Bremen). A semester contribution (Semesterbeitrag) applies; exact amount not published on the official website. Bremen does not charge an additional non-EU surcharge. International students should verify the current semester contribution directly with the institution.

Admission requirements

Programmes at HfÖV are tied to public civil-service training contracts with Bremen state authorities (police, tax, and administration bodies). Entry to the Polizeivollzugsdienst and Steuern und Recht programmes requires a state-authority training placement; these are not open-admission degree programmes for independent international applicants. The Risiko- und Sicherheitsmanagement (RSM) bachelor's is the most open programme, available as full-time study without a compulsory employer contract; applicants need German-taught Hochschulzugangsberechtigung equivalent. No English-language track exists. APS certificate required for applicants with Indian, Chinese, or Vietnamese prior qualifications before applying to any German university. Application deadlines

The Bachelor Risiko- und Sicherheitsmanagement (RSM) had its application deadline for the coming intake extended to 31 August 2026. The Polizeivollzugsdienst track is tied to recruitment by the police of Bremen and the Ortspolizeibehörde Bremerhaven, and the dual Steuern und Recht (LL.B.) programme works closely with the Hanseatic Bar Association and tax firms, so admission to these tracks runs through the training authorities rather than a standard open application round.

How international applicants apply

No uni-assist. Restricted civil-service institution: candidates apply directly to the HfOeV (written Zulassungsantrag, exclusion deadline 15 July for the winter intake). The dual Polizeivollzugsdienst track runs only through prior recruitment by the Senator fuer Inneres / Polizei Bremen selection procedure - employment in a Beamtenverhaeltnis normally requires German or EU/EWR citizenship (non-EU exceptions possible per Polizei Bremen); Steuern und Recht requires a training contract (Steuerfachangestellte/Bildungsvertrag). Foreign entrance qualifications are recognised individually with certified translations plus DSH/TestDaF-4 level German proof submitted directly to the university - no uni-assist VPD process exists.
